Anyone know any software like Convert X to DVD that is freeware?

I'm looking for a freeware dvd burning software that can make menus and create selectable subtitles. By selectable subtitles, I mean subtitles that can be turned on or off using the DVD remote. If there isn't any software, I was wondering if anyone knows how to make selectable subtitles if using a software, a freeware software.
